BIO:
Patricia A. Maloney, Ph.D. is a consultant and author. She has been Coordinating Director of the national Postecondary Education Cooperative, located within the Postsecondary Studies Division of the National Center For Education Statistics and Principal Research Scientist for the American Institutes for Research in Washington, DC. She has been project manager and consultant for the Change and Sustainability in Higher Education Project at the University System of Maryland.
She earned a B.A. in English from the University at Buffalo (State University of New York), a Master's degree in journalism from Boston University, and a Ph.D. in higher education at the University at Buffalo, where her dissertation chair was D. Bruce Johnstone, chancellor emeritus of the State University of New York. At Buffalo, she served as project manager for the Learning Productivity Network founded by Bruce Johnstone. Her dissertation is on change in higher education leadership. In 1999, she joined the American Council of Education as assistant director of the Center for Policy Analysis, where she served as project manager for the Presidents' Task Force on Teacher Education, which issued the reports To Touch the Future (1999) and Touching the Future (2002). She was managing editor for the ACE/EDUCAUSE series on distributed learning, and also served as ACE staff to the "Presidents' Tool Kit" multi-association initiative involving ACE, the American Association of State Colleges and Universities, and the National Commission on Teaching and America's Future. She also served as a staff member to the only education commission on K-12 educational practices and policies established by former New York State governor Mario Cuomo.
Dr. Maloney has been involved in numerous projects and presentations that cross the border of K-12 and higher education policy. She has published in New Directions for Higher Education and presented before a variety of organizations, including the American Association for Higher Education, the American Association of Colleges of Teacher Education, the Association of American Colleges and Universities, the Association for the Study of Higher Education, the National Association of State Directors of Teacher Education, and the Renaissance Group. One of her research interests is the pattern of public policy initiatives in higher education.
